...Europe's waste paper recyclers have been warned that they need to be very wary of coming under chemicals regulations, if waste paper becomes designated as a secondary raw material rather than waste. The warning comes as the recycling sector continues to lobby European Union officials to move metals and waste paper away from waste legislation - waste products are usually exempt from the REACH chemicals rules.
